In this article, we will take you through the easy steps of starting a business in Dubai. Whether you’re in the UK, India, or anywhere else, you can start the process from abroad. We’ll discuss everything, from getting initial approval to receiving your final trade license. Let’s get started!
You can choose between opening a company in Dubai Mainland or in a Freezone, but this guide will focus on setting up in Dubai Mainland.
Setup takes 9 clear steps, from your activity to the trade licence.
Mainland needs a physical office, Ejari tenancy and an MOA.
Some activities need extra approvals, like Municipality or Civil Defence.
Free zone licences range from about AED 5,500 to AED 30,000+.
Mainland suits local trade; free zones suit online and service businesses.
Step 1: Identify Your Business Activity
First, decide what type of business you want to start. It could be one of these:
Occupational
Tourism
Industrial
Commercial
Agricultural
Professional

Step 2: Determine Your Company’s Legal Structure
Next, choose the legal structure of your company. This means deciding what kind of company it will be. Here are your options:
Sole Establishment
Branch of a GCC Company
Civil Company
Branch of a Local Company
Limited Liability Company (LLC)
Holding Company
Public Joint Stock Company
Private Joint Stock Company
Representative Office of a Foreign Company
Step 3: Register the Trade Name
Your company needs a name! It must be unique and different from other registered companies. You can register your trade name online, using the DED app, or by visiting their office.
Step 4: Apply for Initial Approval
The UAE Government needs to approve your business idea. Initial approval means they have no objection to your plan, but you still can’t start running the business yet.
CSPzone handles your trade name reservation, approvals, MOA and licence end to end. Sign in and submit your request, and we take it from there.
Step 5: Create a Memorandum of Association (MOA)
If your company is a civil company, LLC, public shareholding company, or private shareholding company, you will need a Memorandum of Association (MOA). If it’s a sole proprietorship, you’ll need a local service agent agreement (LSA).
Step 6: Get a Physical Office Address
Every business in Dubai needs a physical office or warehouse. Your location must follow the rules set by the Department of Economic Development (DED) and local zoning laws. In Dubai, you’ll also need to register your tenancy contract on the Ejari portal.
Step 7: Obtain Additional Approvals
Some businesses need extra approvals from government entities. For example, if you're opening a restaurant, you’ll need approval from Dubai Municipality and Dubai Civil Defence.
Step 8: Submit Your Documents
Now it’s time to submit the required documents:
Initial approval receipt
Lease contract for the office
MOA or LSA
Any external approvals if needed
Step 9: Pay the Fees and Get Your License
So Many Jurisdictions - Which One is Right for You?
When people reach out to us at CSPzone, one of the most common questions is: Where should I register my company in the UAE?
The truth is, the UAE offers a wide range of options. From low-cost Free Zones to industry-specific hubs, each jurisdiction is designed for different business types and budgets. But choosing the right one isn’t just about finding a license - it’s about finding the one that matches your business goals.
Free Zone Setup Cost: What You Should Know
Here’s a quick breakdown to help you choose smarter:
Affordable Free Zones (From AED 5,500)
Perfect for freelancers, e-commerce, and small B2B services. Options include RAKEZ, Shams, SPC, and Ajman Free Zone.
Mid-Range Dubai Free Zones (From AED 12,500)
These offer virtual offices with a Dubai address. Go for IFZA or Meydan if you want the credibility of a Dubai base at a mid-range cost.
Premium Zones (AED 30,000+)
Need physical presence or operate in finance, trade, or logistics? Then DMCC, DIFC, JAFZA, or DIC are tailored for you.
Mainland or Free Zone?
If you're planning to open a physical shop, salon, restaurant, or real estate company - Mainland (DED) is the way to go. Free Zones are great for service-based or online businesses, and many offer visa and office options too.
